Paul Kaiser

Paul initially joined Shasta in 2003 as part of the JELD-WEN Health Benefits team and managed the health plan for JELD-WEN in the United States and Canada along with managing the operations of Shasta.  In 2011 Paul joined Hawaii-Western Management Group as their COO and coordinated the acquisition of Shasta with the Confederated Tribes of Grand Ronde in 2012.  Paul possesses in excess of 30 years of experience in the health insurance industry.


Adeline (Addie) Fagan

Vice President of Operations
Addie joined Shasta in 2001. As Vice President of Operations, she has overall responsibility for the operation of Shasta. Addie has 18 years of experience in the TPA industry.


Rhonda Lester

Operations Manager
Rhonda joined Shasta in 2006 after working at a physician’s office for 5 years as the Office Manager and CPT Code/ICD-9 Billing Specialist. Rhonda has 9 years of experience in the medical and TPA industry including Customer Service, Claims Processing and Plan Building. Rhonda now serves as Shasta’s Operations Manager and is responsible for the company’s claims adjudication, plan building, eligibility and COBRA administration.


Kim Johnson

Communications Manager
Kim managed the Member Services Department for 6 years prior to assuming her role in Communications.  Her experience dealing with member expectations gives her a good foundation for working on communications.  Kim has 16 years of experience in the TPA industry.


Jim Judy

Information Systems Director
Jim has been with Shasta since 1999 and oversees the information technology department.  Jim has 20 years’ experience in the TPA industry.


Matthew Merritt

Information Systems Manager
Matt joined Shasta in 2012 and is responsible for oversight of all customized reporting and data management. Matt has 6 years of experience in the TPA industry.


Clint Liptac

Director of Sales
Clint joined the Shasta team in January of 2013 as the Director of Sales. Clint is responsible for engaging new brokers for new client opportunities and growing existing broker and client relationships. Clint has over 22 years of experience in the insurance industry. He has worked as an underwriter for one of the largest insurance companies in North America for more than 12 years, as an analyst specializing in self-funded programs for a boutique brokerage firm in Western Washington for 6 years, and then as a broker/consultant in the Seattle area for over 4 years. Clint holds both an Oregon and Washington state life and health license.


Joanie Moore

Client Services Manager
Joanie returned to Shasta in 2016 to serve as the Client Services Manager after spending 13 years owning and operating an independent Insurance Agency in Central Oregon.  Joanie was instrumental in the initial development of Shasta and brings an extensive background of Third Party Administration and fully insured product knowledge to the Shasta team.  For over 30 years, Joanie has been dedicated to the insurance benefit industry and currently holds a Health, Life, Property & Casualty Oregon license.
